To be honest, I did not watch the Oscars so I did not get to witness this mistake as it happened. But they definitely should have done a better job. With all of the money and preparation already going into this production, which is kind of what it is, they were more than capable of ensuring that the cards were made well. As explained in the article, there is not a lot to fix, just some placement and sizing issues. I can see how they would have read the card wrong, at first glance you wouldn't know which is more important: the actress or the movie title. And I do agree that they do not need to write "Oscars" on all of the cards, people know what they're watching. It is likely that they simply underestimated how important it is to pay attention to the typography. Because they have never had this problem before, no one probably thought about clarity as being an issue. Well, hopefully they take note from this mistake and can prevent this from happening again.
